Staff:
CHARLES D. KOSMERL
Mr. Kosmerl is the President of OSHA Compliance Services, LLC. Mr. Kosmerl has over
40 years’ experience managing safety and compliance programs as well as the associated contractual and financial affairs of major projects throughout the United States.
For the past 25 years, Mr. Kosmerl has concentrated on providing environmental and safety compliance services to the oil and gas industry and general construction industry.
Mr. Kosmerl has managed and participated in several hundred environmental
assessments/investigations and subsequent design and implementation of remedial
measures. These assessments have spanned nearly all of the current regulatory issues
dealing with Air permitting, AST’s, SWPP, SCCP, AB 1960 and Hazardous Materials
Business Plans for the oil and gas industry.
Mr. Kosmerl is a decorated Vietnam veteran, retired from the US Army Reserve as a LTC and still serving in the California State Defense Forces holding the rank of COLONEL, currently serving as the commander of Training Command.. Mr. Kosmerl is a Registered
Environmental Assessor (REA) and is MEMS certified. Mr. Kosmerl holds a BSBA from the University of Florida and an MBA in Finance from St. Thomas University, Miami, Florida.
JOHN ROSATA
Mr. Rosata possesses a strong technical background and pragmatic business acumen. He has a proven successful history of working with federal and state regulatory agencies and building relationships to ensure compliance and maximize production and productivity. In 2008, Mr. Rosata received the prestigious “Outstanding Oil & Gas Award” from the Colorado Oil and Gas Conservation Commission.
Mr. Rosata’s proactive methodologies ensure the client maintains compliance using a cost conscious attitude while seeking solutions to minimize risk. Mr. Rosata provides
interpretation, guidance, and advice to client groups on safety and environmental issues, government regulations, corporate policies, hazards assessment, facility design and pipeline construction projects.
Mr. Rosata is a Certified Safety Professional (CSP) and Registered Environmental
Manager (REM) with 30 years’ experience in the oil & gas industry. Mr. Rosata is certified by the National Registry of Environmental Professionals and is a graduate of Southeastern Louisiana University with a BS in Political Science.
ERIC HADSEL
Mr. Hadsel serves as the Petroleum and Regulated Pipeline Engineer for OSHA
Compliance Services. Prior to joining OCS, Mr. Hadsell served as the Director of Gas
Operations for Rosetta Resources directing all surface and cased hole natural gas
operations in Northern California.
Mr. Hadsel graduated for the Colorado School of Mines and is a certified Registered
Environmental Manager (REM).
PAUL ANDERSEN
Paul is a Safety Professional with 25 years field safety experience and is a Registered
Environmental Advisor (REA). Paul recently came to us from Cal/OSHA where he worked as an Associate Safety Engineer with the specialized enforcement section, the High Hazard Unit. Prior to working for Cal/OSHA, Paul worked as a safety advisor to Pacific Gas & Electric (PG&E) after the San Bruno incident where he provided direct support and guidance to PG&E senior management, building their Contractor Safety Management Program. Paul developed the materials for the PSEP Veriforce safety orientation training modules which became PG&E PSPE On-Boarding requirement for all contractor employees.
Paul has extensive experience in Oil and Gas Industry serving as the Senor EH&S
Specialist for CALPINE Natural Gas and Rosetta Resource managing the safety and
compliance issues for the operations is California, Colorado, and Wyoming.
Paul has 5 years’ experience directing environmental assessment and remediation
projects such as groundwater contaminant characterizations, groundwater remediation
designs, site characterization work plan development and implementation, and Phase I
and Phase II environmental site assessments of commercial and residential properties.
Paul is a subject matter expect with: Cal/OSHA T8 CCR, CFR 1926, CFR 1910, and the
Incident Command System. FMCSA, PHMSA, California Air Permitting requirements, the Regional One-call system and numerous Damage Prevention Programs. Paul holds
several professional safety certifications such as CHST, OWSI, CSHO, CSP, CSM and MSP.
Paul has served for more than 27 years in the US Army, both active and reserves. LTC (CA) Andersen designed the Officer Candidate Program for the California State Military Reserves and served as the Commandant for 10 years.
Project Managers:
ALAN GREEN
Alan serves the EH&S Project Design Manager. Alan is a Registered Environmental
Advisor (REA) and assists clients develop safety and compliance programs as well as
conducts safety and compliance management audits for both general industry and
construction industry businesses.
Alan has led several major subsurface investigative efforts at commercial and industrial
sites and has 15 years’ experience directing environmental assessment and remediation projects such as groundwater contaminant characterizations, groundwater remediation designs, site characterization work plan development and implementation, and Phase I and Phase II environmental site assessments of commercial and residential properties.
Alan also has significant experience in developing and implementing environmental,
health, and safety management systems to meet ISO 14001 and other standards. In that capacity, he has developed significant experience in evaluating and auditing quality oriented management systems.
Alan has a BS/BA from CAL State Hayward. Alan holds several certifications such as
CHST, and has been a PADI SCUBA Instructor for more than 20 years.
ERIN D. METZLER
Erin is a graduate of the South Dakota School of Mines and Technology with a BS in
engineering in 2012 with a GPA of 4.00
Erin came to OCS from Lyondell-Basell in Houston Texas where she supported the
environmental department where she analyzed and researched chemicals for Toxic
Chemical Release Inventory reported to the EPA for EPCRA reporting. Erin’s expertise
also includes authoring Storm Water Pollution Prevention Procedures to maintain a Multi Sector General Storm Water Permit for water treatment facilities.
As an Engineering Intern at the State of Washington Indian Health Services, Erin
constructed a detailed WaterCAD hydraulic analysis for a new sewer system for the
Spokane Native American tribe. Erin and her design team calculated cost estimates for a “STEP” system versus a gravity system including the calculations and operations cost
saving estimates.
DENNIS PALMER
Dennis Palmer is a registered Professional Land Surveyor in the State of California and
retired from the City of San Jose CA as the senior maintenance supervisor. Dennis has
over thirty three years of experience in the field of surveying and over eight years as the
Survey Manger for OCS.
Dennis currently manages site surveying activities for OSHA Compliance Services
identifying loss of cover on interstate pipelines and high-risk areas domestic lines to help reduce the potential for a line strike incident.
Additional projects include topographic surveys, boundary surveys, and the survey
mapping of environmental projects.
Mr. Palmer is a Certified Safety Professional (CSP), Registered Environmental Manager
(REM), and a Qualified Professional Land Surveyor.
Mr. Palmer served in the US Army from 1968 to 1972 as an 11B Infantryman.
LINDA KRISTOFFERSEN
Ms. Kristoffersen is a Registered Professional Engineer and a graduate from California
Polytechnic State University, San Luis Obispo, Ca.
Ms. Kristoffersen has managed large-scale linear surveying/mapping projects in support of operating and integrity management programs. She has provided facility support to include as-built, topographic, and construction stakeout surveying services and has managed the permitting process for various types of energy related projects.
Ms. Kristofferson has also served as the lead designer/project manager for various types of development projects including residential, commercial, and industrial. She has served as the lead engineer in the design, permitting and construction on various types of landfills including industrial solid waste management and Class I Rubbish facilities. The projects have included engineering design, permitting, preparation of bid specifications, contract management, and quality assurance oversight.
Ms. Kristofferson has also served as the lead designer/project manager for the 1999
expansion of the entrance to the Oakland International Airport Ms. Kristofferson skills
include engineering design, permitting, preparation of bid specifications, contract
management, and quality assurance oversight.
MICHAEL L HEITZ
Michael Heitz, CSP, is a certified safety professional with over 25 years of commercial construction safety and E.H.S. experience.
Mr. Heitz directed or assisted in more than 100 environmental assessment and
remediation projects such as groundwater contaminant characterizations, groundwater
remediation designs, slurry wall installations, construction of RCRA style caps,
groundwater monitoring well system designs, groundwater modeling, Interim Measure
Work Plan Development, RFI work plan development and implementation, and Phase I & II Environmental Site Assessments of commercial and industrial properties.
Mr. Heitz served in the US Army as an Infantryman from 1974 to 1978. During his service, then SGT Heitz received the Army Achievement Metal, Good Conduct Metal, National Defense Ribbon and the Expert Infantry Badge.
